The Whipsnake violations continue, as documented in the monitor reports.  DeSilva  did not have a monitor present when required, and Essex caught them and then WRA had to run out to monitor the activity.  This is why they refuse to release the Construction Monitoring Logs.  The logs document the violations. 

The City and DeSilva are delaying and are not reponding in good faith to all the issues that have been raised.
