Subject: Non-Compliance

They finally put up some more Essex reports on the site.  This one: http://www.oaklandnet.com/leonaquarry/EnvMonitoringReports/LQComplianceStatusReport031805.pdf

documents another non-compliance with whipsnakes.  When will the City issue a fine for these violations and when will they get monitoring that prevents it?  There should be monitors on-site at all times who are required to shut down construction when non-compliance occurs. I just got back from looking down on the site and the detention pond is full.  The upper pond has the pump hose going directly into the drains, and not through the baker tank.
