Dear Keith,
I am having a hard time understanding how The City of Oakland could determine that there was no creek on the Leona Quarry site, if in fact that is what they determined. I have been reviewing the City Creek Ordinance and looking at pictures that I took before work started on the site. Try as I might, I cant come to any conclusion other than Im looking at a picture of a creek that was bulldozed over without permits.

Could you help me understand?

I have attached a photograph that I took on Febuary 15 2004 before any grading was begun. I have also attached a very rough map showing about where the elements in the picture were located on the site.

Also for your information, Upper Chimes Creek (above the construction site) which flows year round is now being dumped into loose fill and treated as ground water. I also have pictures of this.
